Description

 Participate in UXO-related operations including range clearance activities, range maintenance, and inspection or certification of munitions debris and range related debris being considered for transfer or release from Department of Defense (DOD) control. Prepare standard operating procedures for ammunition and explosives related activities, including range clearance activities. Assist in the preparation of risk and hazard analyses. Conduct daily site safety briefings. Reconnoiter and classify all types of military munitions, guided missiles, bombs and bomb fuses, projectiles and projectile fuses, grenades and grenade fuses, rockets and rocket fuses, land mines and associated components, pyrotechnic items, military explosives and demolition materials. Oversees and performs visual and/or detector aided UXO field search activities and locating subsurface UXO by operating geophysical detection instruments and related equipment. Determines the condition of UXO, armed or unarmed, identifies its hazards, ensures implementation of necessary safety measures to mitigate associated hazards, including construction of protective works, when necessary, and plans for destruction of the UXO or its movement to a consolidated destruction site. Inspect MPPEH for the presence of explosive hazards. Certify MPPEH as safe or as to the explosive hazard, it may present for transfer within the DOD or release from DOD control per current policies and standards. Complete and maintain MPPEH records and transfer documentation. Directs the removal, inspection, sorting, transport, placement and securing of non-hazardous munitions debris and range related debris in temporary holding areas. Supervise and/or perform transport of demolition materials and prepare electric and non-electric firing systems for on-site demilitarization of MPPEH and/or destruction of ammunition/explosives by detonation. Supervise excavation of subsurface UXO, construction UXO-related protective works and operation of personnel decontamination stations. Don and doff appropriate personal protective equipment in contaminated areas. Operate a Global Positioning System data collector. Prepare required range maintenance administrative reports. Perform operator maintenance on and operate locally assigned tools and equipment in support of Bombing Range Maintenance functions. Provides Time Sensitive Targeting and target development support as required. Will be operationally qualified at designated tech level within 90 days of hiring or promotion. 

Qualifications

 Basic Qualifications:
High school graduate or equivalent.
Graduate of Naval School, EOD at Eglin AFB or Indian Head, MD
200 hours of training on Munitions and Explosives of Concern (MEC) and Material Potentially Presenting an Explosive Hazard (MPPEH).
40 hours of Hazardous Waste Operations and Emergency Response (HAZWOPER) training.
Eight (8) years experience in explosive ordnance recognition, handling, retrieval, and disposal. Prior military Explosive Ordnance Disposal (EOD) and/or commercial Unexploded Ordnance (UXO) experience in range clearance activities, as appropriate for the contracted operations.
Ability to speak, read, and writes English.
Must obtain and maintain Medical Examiner’s certification.
Must possess a valid state Driver’s License.
Must maintain current CPR/First Aid certification.
Employer certification that individual is qualified, as demonstrated by successful completion of the requisite training (DDESB TP 18, C3.1.3).
May be required to obtain and maintain a state commercial driver’s license
May be required to obtain and maintain a state blaster’s permit
